BIR gives updated guidelines for taxpayers’ registration process to their Online Registration and Update System

The BIR releases new guidelines for registering to their new Online Registration and Update System.

The Bureau of Internal Revenue (BIR) issues updated guidelines regarding the registration process to its Online Registration and Update System (ORUS) in its Revenue Memorandum Circular (RMC) 22-2022.

ORUS operates as a faster and more convenient online registration system for taxpayers. The bureau launched the program to help meet the goals established during its Digital Transformation Roadmap for 2022 – 2023.

The RMC clarifies that all taxpayers must use ORUS to conduct their online transactions with the BIR once available.

Taxpayers must update their registration records if they use manual transactions for their registrations. The parts to be updated are their email address and contact information that still use the S1905 - Registration Update Sheet (RUS).

The RUS can be found in the Client Support Section (CSS) under the Advisory Section on the BIR website (www.BIR.gov.ph) and the Revenue District Office (RDO).

The RMC explains that a taxpayer’s designated email address must also be their official email address, which must be consistently used for their BIR orders, notices, letters, and other processes/ communications.

Lastly, the announcement asks for all registered taxpayers first to update their Head Office registration before any other branches. Employers are also required to inform their employees about this requirement.
