BIR announces roadmap for “Enhanced Digital Transformation” to revenue collections

The Bureau of Internal Revenue (BIR) announces its Digital Transformation Roadmap 2022-2030 to enhance its revenue collections for its digital journey.

Heading toward technological progress, the Bureau of Internal Revenue (BIR) decides to update its digital capabilities by issuing Revenue Memorandum Order (RMO) 42-2022 on September 29, 2022. The order announces BIR’s planned Digital Transformation Roadmap 2020 – 2030, which is expected to improve the bureau’s revenue collections as it transitions towards a long-due digital journey.  

The roadmap contains the BIR DX Vision 2030, the DX strategy, Themes with Outcomes and Project Timelines planned to be implemented per phase, each component will be extensively reviewed, revised, or updated if required by current affairs. 

The bureau’s Digital Transformation (DX) program intends to transform the BIR into a data-driven organisation by employing a digitally empowered workforce that can utilize “reliable, scalable, and robust” digital technologies and infrastructure to both innovate BIR services and elevate their services towards taxpayers.  

Four pillars of BIR DX program  

There are four (4) essential pillars supporting the bureau’s Digital Transformation program, with each one representing a strategic objective to be followed into completion.  

  1. Pillar I: Strengthening the BIR organisationThis pillar aims to enhance human resource capabilities and internal processes to provide highly efficient and effective administrative and support services.  
  2. Pillar II: Modernizing the Digital Backbone of BIR – This pillar plans to build and adopt a digital infrastructure that would help integrate digital technology into all areas of tax administration to continuously improve internal and external services. 
  3. Pillar III: Enhancing Policies, Governance and Standards – The pillar pursues to reformulate and institutionalise the new BIR policies, governance, and standards to enable, support, and ensure the success of its digital transformation.  
  4. Pillar IV: Elevating Taxpayers Experience and Innovating BIR Services The pillar intends to elevate taxpayer experience through convenient, fast, and reliable online/digital transactions in the areas of registration, filing, payment, audit, and enforcement and provide excellent service to all taxpayers, allowing them to experience customer delight or high level of satisfaction. 
    Each of these projects can be viewed on the BIR website in RMO 42-2022 Annexes 2A, 2B, 2C, and 2D.  

Other DX program policies  

The BIR aims to organise the projects under each pillar for implementation during the ten-year DX Roadmap/ Path to DX Vision 2030 program so that goals of digital transformation are more efficiently achieved.  

The order also mandates that all offices shall ensure that other programs, projects, and activities still to be implemented must be aligned with the BIR DX Roadmap 2020-2030.  

Lastly, the bureau explains that all the programs, projects, and initiatives under the revised BIR DX Roadmap for CY 2020-2030 are pending for annual review and/or updated, if necessary. Any changes made are subject to the approval of the Commissioner.
